The company was founded in November 2002. Based on the Petroleum industry, the company is an Petroleum science and technology development enterprise which is engaged in the development, production and application of the oil flooding surfactant used in tertiary oil recovery . The initial scale of the company is a petroleum sulfonate project 20 thousand  ton/ year, which is approved by the National Planning Commission in accordance with the document No. [1999]1894. It is a demonstration project of high-tech industrialization undertaken by Zhongsheng International Petrochemical Group Co., Ltd.
